I was looking at the wording on Deep Red.

Whenever you install a Caissa program,

you may trigger its click ability without spending click.

dose that mean u only get a free move when you install the program

Or

do u get to move them when ever u want as long as deep red is in play ?

It is only for when you initially install the program.

All the click abilities refer to the Caissa being hosted on ice, so alas Deep Red doesn't allow you to keep moving your pieces around the "board".
