Does it defend you when you walk into a zone that is already under the effect of a psychic power? So, some sorcerer is using an ability and, being a black templar, you charge him. So the effect is something simple, like a trick that is supposed to give you a Willpower penalty...would you roll with the penalty, or would you roll and get the penalty only if you failed?

I would say yes, the penalty applies before the roll. I look at it like daemonic presence, this imposes a willpower penalty being near the thing and therefore if the chap goes charging near it, the templar suffers the WP penalty irrespective.
You basically have something that tries to weaken your resolve. If successful you manage to steel your mind and continue however if not then the strength of the aggressor is so high that it manages to succeed.
If the Willpower penalty is caused by a psychic power, daemonic power or other warp-based power, he gets the Willpower test as soon as it would apply to him. RAW is quite clear there.

PS He would not get the penalty, if a good deception/charm roll would weaken his resolve.

The whole thing was a silly argument where this guy playing BC said his Thousand Sons sorcerer could kill anything and was immotal, blah blah blah, chaos choas etc. I told him my black templar thinks his little parlor tricks would be cute IF THEY WEREN'T HERESY!! Then i told him about abhor the witch and he cried a lot, trying to think of a way to make the power fail. I just needed a third party clarificatoin, much appreciated.

Not to assist traitors or anything (mwa ha ha) - The trick is not to attack you directly. Fling a bolt of witchfire and you'll resist it (some of the time). Use telekinesis not on you, but on the structural supports of the floor above (for example) and you'll still be flattened. Massive blunt trauma from a collapsing building is not a psychic or daemonic effect.
