When the Awakened Psyker alternate rank is taken, you gain Psy Rating 1. However, there does not seem to be any way to raise the Psy Rating beyond that. Any ideas, other than just an elite advance?

If you mean ideas that don't put everyone in danger, especially the Awakened Psyker, then no. The Age of Strife happened for a reason, people!
You can however start with more psy-rating (Wyrdling? mutation and Witch-born lineage IIRC) and Awakened psyker adds to that. The RT in my group got all that and has Psy Rating 4 atm afaik and quite a few powers.
