When Colonel Jendon in the Lambda Class Shuttle uses his ability to pass on a target lock token, can he pass it to ships that normally cannot target lock like Tie-Fighters?

Yes he can give the token to any ship, who can then spend it.

This is also true of other tokens. You can give a focus token to a ship that already has one, and that ship can spend both focus tokens in the same turn.

The important thing to remember is Token does not mean Action. Just because the ship can't preform the action doesn't mean it can't be given and spend a token.
