Rules Question - Revealed Cylon choosing Fulfiller of Prophecy with Caprica

A revealed cylon player uses the 'caprica' action to draw two crisis cards. One of the two cards is "fulfiller of prophecy".

The "or" text:
"the current player discards one skill card. after the activate cylon ships step return to the resolve crisis step (draw one more crisis and resolve it)"

If the cylon player chooses this option, what happens?

1) The cylon resolves one more crisis and resolves it.

or

2) The Cylon Player does not have a Resolve Crisis Step (he had an Action Step on Caprica), and therefore cannot return to such a step and goes to the turn end without resolving a crisis card.

The wording of the cards/rules is fairly convincing that 2) is the right answer. The "spirit" of the cards/game it feels right that 1) is correct.

Either way, if this question recieves an official answer, I suspect it is FAQ-worthy.

The Cylon would get to resolve 1 more Crisis card. The net effect is "One resolved crisis card." Resolving FoP as a Cylon does nothing. Your "effect" is getting to do another card. The basestar activation is already ignored.

If it weren't this way, the Cylon just wasted a turn selecting this card as absolutely nothing would happen.
