Can you use reducers like the Seas and the Streets on bringing a character out of shadows. These cards say "reduce the cost of teh next card/character you play this phase" Bringing out of shadows is playing a card right?

How are you going to make a Response that reduces the cost to initiate what it is Responding to?

Now, a passive like "Hidden Chambers" would work.
